第一章总则
第一条为加强对中国华录集团有限公司工会经费的使用与管理,明确工会经费的开支范围、开支标准、审批程序和批准权限,管好、用好工会经费,按照工会预算管理办法和工会会计制度的要求,使工会财务工作适应工会工作全面开展,更好地面向基层,为员工群众服务,特制定本管理办法。

第二条本规定适用范围为集团公司工会及其下属各级工会组织。

(一)《中华人民共和国工会法》
(二)《中国工会章程》
(三)《工会经费预算办法》
(四)全国总工会《关于印发工会及工会事业单位财务制度的通知》 (五)大连市总工会《关于工会经费使用原则和开支范围、开支标准的规定》 (六)大连市总工会、大连市中级人民、大连市财政局、中国人民银行大市分行《关于加强工会经费拨交与管理的通知》

第二章经费收支管理
第四条工会经费的来源
(一)工会会员按规定标准交纳的会费收入
根据全国总工会财务部有关工会会员交纳会费的规定,会员每月按本人工资收入的0.5%交纳会费,会员工资收入合计尾数不足10元部分以及各项津贴、补贴、奖金等收入,暂不计算交纳会费。

(二)企业拨交经费收入
企业按每月全部职工工资总额的2%足额向工会拨交的工会经费。

集团公司工会及其下属各级工会组织统一开设唯一的银行资金帐户。各工会负责人应于每月15日前及时足额将收缴的工会经费转入集团工会统一的银行帐户,由集团工会统一管理,分别建帐。

集团公司工会按全部员工工资总额2%计提的工会经费,其分配比例为,集团工会自留60%,上解市总工会40%。集团工会自留部份的使用权限根据实际情况确定。

第五条基层工会经费支出范围
(一)会员活动费
指用会员按规定标准交纳的会费支付工会组织会员开展集体活动和给予会员生活困难补助的费用支出。

1.实际执行时,会员活动费必须控制在会费收入总额以内,不得超支。

2.会费收缴率要求达到100%。会费按月收缴,集团公司工会下属各级工会须逐月将收缴明细上报集团公司工会。

3.各分会负责对本级工会会员会费的使用与审批,并接受全体会员的公开监督。

(二)业余教育费
指用于组织职工业余文化、技术技能、时事、政治、科技、管理等各种知识的学习和培训以及工会信息资料、报刊、参考书籍订阅和职工读书演讲会等活动的奖励费用。

业余教育费不可用于学员学习的课本、参考资料以及学习器具等费用开支。

(三)文体活动费
指工会开展各项文艺体育活动所需费用。

用于集团公司工会组织的以分工会(直属工会小组)为单位举办的各种 业余文艺活动、节日联欢、文艺创作、美术、书法、摄影、展览等大型 专项活动的费用;
用于工会组织的手工制作、服饰设计等趣味活动的奖励费用;

工会组织职工开展各项体育活动所购置的活动用品、奖品等的支出费用。 但举办体育运动会时,工会不负担运动员和大会工作人员的各种补助。

(四)宣传活动费
指工会开展群众性宣传活动和宣传工作所需费用。

(五)图书阅览费
指工会主办的图书馆、阅览室、读报栏所需设施构造费及图书报刊订阅费、图书管理积极分子的补助费。

(六)工会业务费
指用于工会履行职能、培训干部、加强工会组织自身建设和开展工会业务工作所发生的各项费用。主要包括:
1.工会专、兼职干部的业务学习培训费;
2.培训工会积极分子的费用;
3.评选优秀工会干部和工会积极分子的奖励费用;
4.召开工会代表(会员)大会、委员会、经审会以及工会专业工作会的各 项支出;
5.劳模先进人物座谈会、纪念品等的支出;
6.工会开展大型专题调研、维护职工合法权益开展的法律咨询服务、劳动 争议协调、劳动保护、建家活动等专项业务和大宗印刷等费用。

(七)工会行政费
但兼职津贴专兼职工会干部的办公费、差旅费及兼职工会干部津贴等费用。

行政方面已发给的不再重复发放,行政方面未实行岗位津贴的工会也不发给兼职津贴。

(八)工会建设费
用于工会专兼职工会干部的业务学习、积极分子培训、奖励、会员大会或会员代表大会会议费、会员费工本费、劳动模范先进人物座谈会等。

(九)其他支出
指工会组织开展的不属于上述业务开支范围的其他费用,用于基层工会必须开支的项目。如工会探视有病职工的探视费和慰问走访困难职工时给予的一次性补助等费用。

(十)上解经费支出

指工会按规定比例上解上级工会的经费。

第六条工会经费的使用管理原则
(一)坚持经费管理原则。集团公司工会经费实行集中管理,分别建帐的办法。集团公司工会依法开设法人银行帐户。集团公司工会下属各级工会工会经费的收缴与管理纳入集团工会财务管理,按规定要求将工会经费统一交到集团工会银行帐户,由集团工会分别建帐,统一核算。工会经费根据年度计划审定的各单位的预算列支,并按照管理权限和工作分工分别由集团工会、副负责审批。

(二)坚持预算管理原则,实行预算审批制度。一切费用均应纳入预算,并按上级工会要求,认真编报执行。根据“统一领导、分级管理”的工会财务管理 集团公司工会组织的工会预算实行下管一级的原则。各基层工会要按照上,
级工会要求认真编报和执行批准的预算。一切费用均须纳入预算,经批准后执行。未经规定程序批准不得变更。

(三)坚持“统筹兼顾、保证重点、量入为出、收支平衡、略有节余”的原 工会经费的年度预算应根据有关法规并结合本年度工会工作计划的要求则。

编制,重点安排在维护职工权益,开展职工活动和为职工办实事方面。

(四)严格执行国家财经和上级工会财务制度规定,遵守财务制度,严肃财务纪律。

(五)坚持民主管理和为职工服务原则。依靠职工用好经费,提高效益,接受会员的监督和经费审查委员会的审查。

(六)工会经费不得用于非工会组织的活动开支;不得支付社会摊派或变相摊派费用;不得为单位或个人提供资金拆借、经济担保和抵押。

(七)坚持管钱与管物相结合的原则。建立完善的资产管理制度,实行严格的会计核算。

()工会组织开展的各项职工活动、文体活动以基层分会或班组活动为主要形式进行。必须坚持谁搞活动谁拿钱的原则,列入年度预算并经本级工会及上级工会批准后方可执行。非工会计划并组织的活动,不得从工会经费列支。

第七条 会员会费财务管理
1.会员会费的管理。根据工会的性质和任务,会员交纳会费是对工会组织必 管好用好须履行的一项义务,同时也是保证会员能够享受一定权利的物质基础。

工会经费,健全会费收交制度是工会组织为群众办事,密切联系群众的重要方式。

经各分工会提出经费使用计划并报集团工会批准后,原则上,各分工会的会员会费按季度全额下拨各分工会供开展工会活动使用。

2.中国华录集团有限公司会员会费的交纳方式为由本级工会委托各单位人事部门按月工资标准从会员本人工资中逐月代扣代缴后转入工会财务帐户。会员会费缴纳标准按第二章第四条有关内容执行。

3.在集团公司工会所属各分工会及集团工会之间落实层层交款、签收和公布会费使用情况的制度,建立会费收支台帐。

4.集团公司工会财务人员(兼职)将每月收到的会费于当月存入工会专用银行帐户,同时做好会计帐簿的记录工作。

分工会5.各分工会及直属工会小组必须建立收支台帐并落实兼职财务人员。

负责对本级分工会所发生的费用进行管理。

6.各分工会及直属工会小组对日常发生的费用支出,必须按年度预算进行,原则上没有计划的不允许开支。年度计划之内的,使用前需得到分工会(直属工会组长)的同意并报经集团公司审核批准,财务方可给予报销。所发生的费用开支要逐笔登录好台帐,并于每季度末3日内将所发生的经费收支明细表报送集团公司工会财务。

7.集团公司工会负责对下属工会的收支情况进行监督检查。集团工会经费审查委员会根据集团工会的要求每年对各分工会上年度预算执行情况进行检查,并不定期对工会财务管理给予工作指导。

拨交经费及管理原则
1.凡建立工会组织的单位,须按照《全国总工会、财政部关于新〈工会法〉中有关工会经费问题的具体规定》和全国总工会、中国人民银行、财政部《关于严格按照工会法规定拨交工会经费的通知》的规定,应于每月15日以前按照上月份全部员工(含中外合资、中外合作和外商独资企业的外籍员工)工资总额的2%,向工会足额拨交当月份的工会经费。对逾期不交或少交工会经费的单位,经催交无效的,通过银行扣交,并按欠交金额每日千分之五扣收滞纳金。

2.拨交工会经费的“全部职工工资总额”,按照国家统计局公布的《关于工资总额组成的规定》计算,工资总额组成范围内的各种津贴、补贴和奖金,均应计算在内。

3.各级工会按工资总额2%计提工会经费统一纳入集团公司工会财务专户归口管理。其中按规定上解市总工会40%。

5.原则上,除集团公司工会统一组织安排的大型活动外,各基层分工会自留经费的使用权及使用额度归属各分工会。集团公司工会按照有关规定根据批准的各基层分工会年度工作预算计划对该项经费行使审批管理权。

第三章 工会财务会计管理
第九条工会经费是工会合法财产的一部分,受法律保护,任何组织和个人不得侵占、挪用和任意调拨。各级工会组织应加强对工会经费的管理,严禁工会财产流失和受到不法侵害。

第十条各级工会及其所属行政单位都必须按规定要求设置的工会财务机构,配置工会财务人员,各分工会(直属小组长)负责对本单位工会经费的使用管理,在集团工会分管的直接领导下认真负责地开展财务工作。

第十一条 集团公司工会财务人员由公司总部财务部会计与出纳各1人兼任。已离退休人员不能做会计,会计与出纳不准一人兼任。同时,各级工会也要建立与之相匹配的工会经费兼职财务人员体系,按照《工会会计制度》要求,规范会计核算行为,保证会计信息质量,真实记录、客观反映工会活动中所发生的各类经济活动,切实管好用好工会经费。

第十二条 其他未尽事宜按照上级工会有关规定执行。

第四章 工会干部兼职津贴
第十三条 中国华录集团有限公司工会委员会的兼职工会干部和兼职财务人员均实行兼职津贴制。

第十四条 兼职人员津贴标准为每人每月20元。

第十五条 享受兼职人员津贴名单须经本级工会审核并报经集团工会批准同意后于每年年底一次性按规定标准发放。

第十六条 工会兼职干部和兼职财务人员津贴从本级工会行政费其他费中开支。

第五章 其他
第十七条 本管理办法自发布之日起在集团范围内规范实施。第十 本办法由中国华录集团公司工会负责解释。
